The Hospital Authority has been with World Health Organization recommendations to strengthen publicity and education to encourage breastfeeding. HA has eight public hospitals in obstetrics and gynecology services, in which three including the Queen Elizabeth Hospital, Kwong Wah Hospital and Queen Mary Hospital, have this year (2013) began to participate in the UNICEF "Baby Friendly Hospital" in international certification program.  To meet the conditions for participation, each providing obstetric services and neonatal care organization should have the following "Ten Steps to Successful Breastfeeding."

1. Formulate policy provisions breastfeeding feeding and health care for all regular circulation.

2. Provide training for all health care workers, in order to grasp the implementation of this policy required skills.

3. To explain all pregnant women the benefits of breastfeeding and methods.

4. Assist mothers in the postpartum breast-feeding started half an hour.

5. Tips to teach mothers to breastfeed and how to maintain lactation in a short-term separation with the baby.

6 In addition to compliance with the directions of the medical staff, newborn babies should not be given food or drink other than breast milk.

7. Implementation of "rooming-in" to let the baby stay with the mother all day.
 8. Encourage mothers to follow the baby's needs feeding.

9. Avoid giving the teats to the breastfed babies.

10. Supports the establishment of breastfeeding support groups and refer mothers to attend after leaving the hospital or clinic.

HA has developed a series of programs to promote breastfeeding, including the production of "Breastfeeding Guide" for providing the clear guidance to staff of obstetrics and pediatrics. Providing the health care-related training courses which enhance their knowledge and skills of breast feeding; at the same time, it provides the adequate and appropriate support to breastfeeding mothers.

Public hospitals have also produced "Good Start of Breast feeding" and various educational CDs & booklets, teaching techniques and the benefits of breast-feeding to pregnant women through antenatal seminars.The maternity nurse will provide guidance to mothers whatever prenatal and postnatal, and referral to participate in breastfeeding support groups and promote their continued breastfeeding. To further support the spirit of public hospitals baby-friendly, promoting mother-friendly childbirth, encouragement paternity, reduce the use of analgesic drugs, like childbirth maternal provide posture and reduce unnecessary interference. Public hospitals also organize public education programs that breast feeding is given out every baby the best start in life message.

To comply with World Health Organization issued "International Code of Marketing of Breast-milk Substitutes," HA has stopped accepting free formula milk suppliers sponsorship from April 2010 and replaced by open tender to buy milk.  HA clearly set out in the tender requirements to purchase, the price development of methodologies, review the rules, and the need to comply with the World Health Organization issued by the "International Code of Marketing of Breast-milk Substitutes" and the relevant resolutions of the terms "World Health Assembly." All tenders from "Tender Assessment Committee" fair and just principles to examine tenders.HA and the recommendations of UNICEF "Baby Friendly" campaign to purchase not less than the wholesale price, rather than the principle of the lowest bidder purchases.
